The CFL doesn't have a US TV deal, and I don't think it would draw any regional interest in Las Vegas, so you're probably outta luck. The first link has only let me down once this year. The second link is a station out of Kansas that is an America One affiliate. They may or may not be showing the game. They did show the Montreal vs Toronto game today. The quality on both is not too bad, but the justintv link sometimes has a buffering problem.
