What to do about obnoxious neighbor?
I live in a condo(townhouse) community in Las Vegas and one of my neighbors has one of those crazy souped up golf carts (has some kind of dirt bike or ATV [extremely LOUD!] motor on it!). Now, being that this is Vegas, there’s a good amount of people who work graveyard (3rd shift), my husband and I happen to be two of those people. This guy apparently doesn’t realize, or just plain doesn’t care that some of us have to work an sleep odd hours, so as if sleeping in the middle of the afternoon isn’t hard enough to begin with, this idiot decides he wants to ride this thing up and down the street right outside of our unit ALL DAY LONG lately…
I’ve attempted to catch him to explain to him our situation on more than one occasion, but can’t seem to get his attention as he’s flying by… I am FED UP with this guy, and tired of my husband and I both being sleep deprived!
What should I do?

Is there a law for riding dirtbikes on the street in California? In tennessee there is and if they are to loud the police can give them warnings.

take the situation from behind and find some really cool ATV/dirt bike (make sure you find out which one it is btw) range thats near where you live….give him some information on it suggesting thats its a really cool place where he’ll find other people interested in….riding around in a circle all day……and then while your being all nice sneak in that you need to sleep during the day and would especially appreciate it
or move haha

Move or get a day job. He is allowed to make noise since it is in the middle of the day. There is no way to quiet these motors down.

Well I have 2 great answers for you, first file a report with the pd about it, most likely they will have to give up their toy. Secondly report them to the bad neighbor website especially if you know their name, the site is http://www.rottenneighbor.com/

Write a very polite note, like you wrote us…"I don’t know if you realize, but…" and tell him you and yours are on your 3d shift. Stick it to the guy’s cart somewhere (I’d say tape it to the seat, where it will do the least damage) and hope he’ll get it.

I empathize with your plight but because it’s during the day the noise laws can not be acted upon because that only applies after 10pm.
I would suggest you talk to this person in a calm manner and explain that you and your husband work the night-shift and while you understand the noise laws and it’s not during the night if they could take that into consideration.
For you it might be helpful to get ear plugs, as well as heavy glass windows to help block out noise
Last resort you may also consider moving as that neighbor has the right to have his toys.
I would refrain from putting any notes on his seats as that can be misconstrued as breaking and entering

Where I come from (near Philly) you can’t ride anything on the street unless it’s "street legal". If a cop catches you riding something like a golf cart, dirt bike, motor scooter, or whatever, they can give you a fine and possibly impound it. If that’s the same where you live, I would call the police.
