A good friend found an awesome Vegas sublet that turned into her own lease through craigslist.com. You can pick the state and city and just keep narrowing down what you’re looking for. (sublease, apt for rent, room for share, house for share, apt for share, house for rent)
I’ve also bought concert tickets through there. Very cool site.

It is hard to find apartments that accept pets here, and then expect a hefty non-refundable deposit. In some cases it actually is cheaper to rent apartments.
Unemployment is low but due to the terrible housing market everything is suffering including jobs. Furniture stores are closing, people are losing their homes, etc.
I would recommend that you definitely have a job before you move here or lots of money to last until you do, especially with your dogs.
Expect that you will pay at least $1000 or more for an apartment without the first, last, security, and animal deposits. I would recommend you go to http://www.lasvegas.com and click on the "more" section where you can find out abour housing and apartments.
Realize that Vegas has HOT summer and does actually have cold winters. The bus system is minimal and the freeways always busy, like LA.
Good luck
